LR, MR and HR are three license categories that allow you to drive light, medium and heavy vehicles on road of Australia. These three kinds of driving license are provided by different driving school after proper training and tests in the respective category.

In order to obtain MR license the applicant must hold a license authorizing for C (car) or LR (light rigid) class vehicles.
With HR license you are eligible for driving heavy rigid class vehicles. Vehicles you can drive - HR (heavy rigid) class.

The HR training course is designed for training drivers to enable them passing the Vic Roads testing criteria in the category of Heavy Rigid.

HR license enables the applicant for driving motor vehicle with three (3) or more axles and (Gross vehicle mass) exceeding eight (8) tones.

LR (light rigid)
C (car)
R-N (moped)
The eligibility requirements for obtaining HR license are:

Applicant must hold a license authorizing for driving C (car) class vehicles at least for two years, or LR (light rigid) or MR (medium rigid) class vehicles for at least one (1) year

Applicant has to pass the knowledge test and the eye sights test for obtaining the license

However, depending on the vehicle class applicant is currently authorized to drive, he or she you have to clear the heavy vehicle theory test.

Provisional P2 license holders will have to hold their license for atleast 2 years and then has to complete their driver qualification test.
